This is the origin issue of Shilo Norman — the young protégé Scott Free takes under his wing, and the character the cover itself bills as “the newest — youngest Mister Miracle.” Shilo's backstory is laid out here: street kid, natural escape artist, raw talent that catches Scott's eye. It's a passing-of-the-torch issue within Kirby's own run, setting up a legacy character who would matter to DC continuity for decades.

Kirby wrote and drew the bulk of his Mister Miracle run through these final issues — this is late-period Fourth World, after the New Gods and Forever People titles had already been cancelled. Mister Miracle was the last one standing, and Kirby used that runway to expand the mythology rather than coast. Shilo Norman is the result.

The original Mister Miracle run ended at #18 — this issue arrives three from the close. Shilo Norman later became central to Grant Morrison's Final Crisis (2008), which sent collectors back to hunt his earliest appearances. This is the one that matters most: the origin, in the run Kirby built.
